NCEC or the National Committee for an Effective Congress is best know for their precinct targeting which was used almost exclusively with demographic variables for targeting in Democratic races up until the 2002 election. After 2002, many progressive groups, primarily the AFL-CIO] and some consultants began using NCEC in addition to Modeling.
Ask your voterfile vendor about getting access to NCEC data, many state parties will share this with campaigns.
The term 'Democratic Performance' is used to measure the likelihood of a precinct voting for the democrat in the upcoming election. Precincts typically have between 700 and 1,000 people in them. If a precinct of 1,000 people has a democratic performance of 63%, then 630 people in that precinct are predicted to vote for the the Democratic candidate in a 2-way race (Republican vs Democrat with no third parties). Obviously, this data is not very useful in a Democratic primary campaign.
NCEC data also contains an 'Expected Turnout' variable.
